> 7% (5% Biomass + 2% Biomass/MSW) mandatory blending for NCR power plants from FY 2025–26. (5% Biomass/MSW for rest of India)
> 50% minimum requirement of rice paddy straw for pellets used in NCR-based plants

Revised Rate of CFA for Biomass Pellet Manufacturing

> 7% ₹42.0 Lakhs/MTPH (Max ₹210 Lakhs) for Torrefied Pellet plants
> ₹21.0 Lakhs/MTPH (Max ₹105 Lakhs) for Non-Torrefied Pellet plants
> ₹9.0 Lakhs/MTPH (Max ₹45 Lakhs) for Briquette manufacturing plant

One – Time Financial Support for Stubble-Based Pelletisation

> Total funding = ₹50 Cr (₹40 Cr for pelletisation plants, ₹10 Cr for torrefaction plants)
> Torrefied Plant — ₹1.4 Cr max financial support per proposal
> Non-Torrefied Plant — ₹70 Lacs max financial support per proposal
> 40% of the capital cost (excl. civil and land cost)
> 20% max limit for other biomass feedstock; remaining 80% must be paddy straw
